With some Chinese knockoffs being so cheap, I figured buying a few and leaving them in random spots would be worth trying to see what reactions they get, whether they help raise awareness, and if more cocks will end up caged. Thoughts?

It could work well in the right spot using devices you've outgrown. Perhaps secure one with a length of chain to those bridges where people love putting padlocks. If you want to watch reactions firsthand, some careful planning might be needed. Since kids probably won't know what they are, there's little chance of upsetting anyone's high morals. Just make sure to clean and sanitize them well first.
